Mr. Gómez Mercado practice consists on administrative law. He has a master’s degree in International Constitutional Law from the National University of Spain. He has been teaching constitutional law, administrative law, and civil procedure law at undergraduate and graduate level in Santa Maria University, Central University of Venezuela, Supreme Council of the Judiciary, and National Institute of Public Finance for over 10 years.

Mr. Gómez Mercado has been a speaker at UNCuyo University, Mendoza, Argentina. He worked in the public sector as co-counsel of a judge of the Political Administrative Division of the Supreme Court of Justice, higher and coordinator judge of administrative and public-service matters, national agrarian prosecutor, general director of the National Land Institute and Office of the Agricultural Attorney.
